So, supposedly, the State Department is being gutted much to the chagrin of the peaceniks and Marxists depending, I guess, if you use the Confide App. Confide is not the only one, you have Signal (made by Whisper Systems). Signal is the go-to private communications channel for activists, journalists, politicians because it's encrypted, but it doesn’t always integrate with your phone’s existing features.
You also have apps for people in your office to spy on you, yes capturing your rolodex, chat sessions, capture other meta data, etc to see if you're talking about them! As far back as 2011 this has been a concern: http://www.businessinsider.com/smartphones-spying-devices-2011-7
Apple's CallKit, is now the framework allowing for clandestine VoIP calls.
Since 2012 businesses have been forced to keep secret their ability to "observe" or spy on their employees. http://www.forbes.com/sites/kashmirhill/2012/08/16/how-to-tell-if-your-boss-is-spying-on-you/#721a6694628a
So employees were able to get an app that would help them determine if, indeed, the boss was spying.
